Job Description

Aspire is hiring a Senior Accounting Associate for a Montgomery County municipality. Under the general direction of the Finance Director, this role is responsible for managing the municipality’s accounting operations. This includes overseeing accounts payable, accounts receivable, budget and audit preparation, and payroll functions, while maintaining standards and processes for sound financial management.
Day to Day Task
• Supervise accounting staff, ensuring adherence to GASB standards, internal controls, policies, and procedures. Resolve complex issues and participate in employee performance evaluations, coaching, training, and discipline.
• Review accounts payable reports and invoices for accuracy and budgetary controls. Ensure timely vendor payments.
• Oversee utility billing, maintain accurate databases, and monitor accounts receivable for collection.
• Monitor the general ledger for accuracy and cash flow. Coordinate tax collection and manage year-end functions for uncollected taxes.
• Oversee payroll processing and coordinate with HR on payroll-related items, including new hires, terminations, retirement, pension, and benefits.
• Manage the centralized accounting system.
• Assist in administering pension plans, ensuring state compliance, preparing reports, and working with the actuary.
• Prepare schedules for the annual audit and participate in budget development, preparing supporting schedules and coordinating with departments.
• Perform month-end reconciliations and other financial reporting as required.
Qualifications
• Bachelor’s degree in accounting preferred; or equivalent combination of education and relevant experience.
• Minimum of 5 years of related experience.
• Supervisory/management experience preferred.
• Strong knowledge of accounting principles, regulatory standards, and compliance, including GASB.
• Microsoft SharePoint proficiency is a must.
• MUNIS (Tyler) Software proficiency is a must.
